An unreinforced or under-reinforced block wall is a genuine hazard in an earthquake. This is the main reason block wall work should never go to the cheapest bid without confirming what's actually in the footing — because once the block is laid, nobody can see what's inside it.
Retaining Walls Are a Different Structure
A retaining wall holds back soil, which means it's resisting constant lateral pressure plus hydrostatic pressure whenever it rains. Requirements scale sharply with height, and taller walls typically require engineered drawings and a building permit — unlike a simple perimeter fence.

- Proper reinforcement throughout
- Permit and plan review where required by height
Any contractor who quotes a retaining wall without discussing drainage is quoting a wall that will fail.

It delivers masonry's permanence and a solid visual base while keeping sightlines open — and it works well within Alhambra's three-foot front yard limit when designed carefully.
