Alhambra Fence Permit & Height Rules: A Homeowner's Guide
Most fence disputes in Alhambra come down to one of three things: height, the Design Review Board step, or which side of the fence faces the neighbor. Here's how the city's rules actually work.

Height Limits

Heights are measured from finished grade. Note that Alhambra's three-foot front yard limit is stricter than the 3.5-foot standard used in Los Angeles and many other California cities — a detail that catches homeowners who researched the wrong jurisdiction.
Do You Need a Permit?
A building permit is usually not required for a residential fence. However, a Zoning Clearance Permit is required for all fences, and front yard fences additionally require a front yard fence permit with Design Review Board approval.
The Design Review Board Process
For any front yard or street-side fence or wall:
- Submit a front yard fence permit application with plans for the proposed fence or wall.
- The Design Review Board reviews the application, plans, and design, and will approve, conditionally approve, or deny it.
- No front yard fence or wall may be installed before that approval is granted.
- If denied, you may appeal to the Alhambra City Planning Commission.
Enforcement: any inconsistency between the approved design and what actually gets built must be corrected within 20 days of written notice. If it isn't corrected, the permit is revoked and the fence or wall is deemed a nuisance and a violation of the code.

- Property lines
- Streets
- Existing buildings
- The proposed fence's location, length, height, and design
A photograph of the property is also helpful.
Two Rules People Miss
The finished side must face out. Alhambra's code requires that the finished side of all perimeter fencing face adjacent properties. The framing and posts go on your side.
Prohibited materials. Barbed wire, razor wire, ultra-barrier, electrified, and similar hazardous fencing is not permitted unless required by law or a public agency. Industrial districts may qualify for an exception through a separate approval process.
Maintenance Obligation
The code requires all walls and fences to be maintained in a safe, neat, and orderly condition at all times. A leaning, rotted, or damaged fence isn't just an eyesore — it's a potential code issue.
Rules Differ in Neighboring Cities
If your property is near a city line, or you own property in more than one San Gabriel Valley city, don't assume the rules carry over. Monterey Park, for example, allows fences up to 4 feet in the front yard, permits an additional 6 inches where decorative metal such as wrought iron is part of the design — but prohibits chain link in front yards entirely. Every city in the valley writes its own ordinance.
